Change must represent outcomes that stakeholders believe are valuable.

Change must be widely understood and accepted by stakeholders.

Change must occur in an organizational culture that values open and honest communications.

Change must be constantly reinforced to avoid extinction.

Even if laudable, proposed change might be too abstract for most of us to grasp. Simply creating “excellent services,” although something with which virtually everyone would agree, does not provide enough focus that we would all easily embrace it. If we operationalize mission statements, we are left with an iteration of mission that stakeholders can understand and appreciate.  For example, if by “excellent vocational services” we mean that, “Individuals receiving services will express satisfaction with their employment situation,” we provide stakeholders, including those receiving services, with a much clearer understanding of what is meant by “excellence.”
